Song of the Ood — Noncreature spells have convoke. (A player's creatures can help cast those spells. Each creature they tap while casting a noncreature spell pays for or one mana of that creature's color.) Red-Eye — Whenever chaos ensues, for each opponent, goad up to one target creature that opponent controls. Until your next turn, those creatures can't become tapped unless they're being declared as attackers.

Goad
Certain spells and abilities can goad a creature. Until the next turn of the controller of that spell or ability, that creature is goaded.
Convoke
Convoke is a static ability that functions while the spell with convoke is on the stack. “Convoke” means “For each colored mana in this spell’s total cost, you may tap an untapped creature of that color you control rather than pay that mana. For each generic mana in this spell’s total cost, you may tap an untapped creature you control rather than pay that mana.”
The convoke ability isn’t an additional or alternative cost and applies only after the total cost of the spell with convoke is determined.
Multiple instances of convoke on the same spell are redundant.
Rulings
The creatures goaded by the Red-Eye ability can't be tapped by effects or tapped to pay any costs of abilities.
