Dredge is a static ability that functions only while the card with dredge is in a player’s graveyard. “Dredge N” means “As long as you have at least N cards in your library, if you would draw a card, you may instead mill N cards and return this card from your graveyard to your hand.”

A player with fewer cards in their library than the number required by a dredge ability can’t mill any of them this way.

Suspend is a keyword that represents three abilities. The first is a static ability that functions while the card with suspend is in a player’s hand. The second and third are triggered abilities that function in the exile zone. “Suspend N—[cost]” means “If you could begin to cast this card by putting it onto the stack from your hand, you may pay [cost] and exile it with N time counters on it. This action doesn’t use the stack,” and “At the beginning of your upkeep, if this card is suspended, remove a time counter from it,” and “When the last time counter is removed from this card, if it’s exiled, you may play it without paying its mana cost if able. If you don’t, it remains exiled. If you cast a creature spell this way, it gains haste until you lose control of the spell or the permanent it becomes.”

Rulings

Can’t acquire the Ante cards. They are considered still “in the game” as are cards in the library and the graveyard.

Can’t acquire cards that are phased out.

2009-10-01

In a sanctioned event, a card that’s “outside the game” is one that’s in your sideboard. In an unsanctioned event, you may choose any card from your collection.

You can’t acquire exiled cards because those cards are still in one of the game’s zones.
