Related Rules
A player who has a card with foretell in their hand may pay {2} and exile that card face down. This is a special action. A player may take this action any time they have priority during their turn. See rule 702.143, “Foretell.”
Subtypes of each card type except creature and plane are always single words and are listed after a long dash. Each word after the dash is a separate subtype. Subtypes of creature cards are one or two words and are listed after a long dash. Each word or two-word phrase, as listed in rule 205.3m, is a separate subtype. Objects other than planes may have multiple subtypes. Subtypes of planes are also listed after a long dash, but may be multiple words; all words after the dash are, collectively, a single subtype.

Rulings
If a spell has {X} in its mana cost, you must choose 0 as the value of X when casting it without paying its mana cost.
If you cast a card “without paying its mana cost,” you can’t choose to cast it for any alternative costs. You can, however, pay additional costs. If the card has any mandatory additional costs, such as that of Tormenting Voice, you must pay those to cast the card.
In a Limited event, each card a player opened (in a Sealed Deck event) or drafted (in a Booster Draft event) is their sideboard.
You must cast the sideboard card you wish to cast while Command the Chaff is resolving. You can’t cast it later in the turn.
You can’t play land cards from that sideboard.
