Dredge
Dredge is a static ability that functions only while the card with dredge is in a player’s graveyard. “Dredge N” means “As long as you have at least N cards in your library, if you would draw a card, you may instead mill N cards and return this card from your graveyard to your hand.”
A player with fewer cards in their library than the number required by a dredge ability can’t mill any of them this way.
Delve
Delve is a static ability that functions while the spell with delve is on the stack. “Delve” means “For each generic mana in this spell’s total cost, you may exile a card from your graveyard rather than pay that mana.”
The delve ability isn’t an additional or alternative cost and applies only after the total cost of the spell with delve is determined.
Multiple instances of delve on the same spell are redundant.
Rulings
Playing a card exiled with Praetor’s Grasp follows all the normal rules for playing that card. You must pay its costs, and you must follow all timing restrictions, for example.
Other players, including the card’s owner, can’t look at the card while it remains exiled.
