Dredge
Dredge is a static ability that functions only while the card with dredge is in a player’s graveyard. “Dredge N” means “As long as you have at least N cards in your library, if you would draw a card, you may instead mill N cards and return this card from your graveyard to your hand.”
A player with fewer cards in their library than the number required by a dredge ability can’t mill any of them this way.
Rulings
All Suns’ Dawn can have from zero to five targets, one for each color.
You choose the color each target must be when you choose it as a target, so if the card you targeted as a blue card is red when All Suns’ Dawn resolves, the card is an illegal target, even if the spell doesn’t target another red card.
You can target two blue-and-white multicolored cards by choosing one as the blue card and one as the white card.
