Dredge is a static ability that functions only while the card with dredge is in a player’s graveyard. “Dredge N” means “As long as you have at least N cards in your library, if you would draw a card, you may instead mill N cards and return this card from your graveyard to your hand.”

A player with fewer cards in their library than the number required by a dredge ability can’t mill any of them this way.

Undying is a triggered ability. “Undying” means “When this permanent is put into a graveyard from the battlefield, if it had no +1/+1 counters on it, return it to the battlefield under its owner’s control with a +1/+1 counter on it.”

In multiplayer games, you choose an opponent to separate the cards when the ability resolves. This doesn’t target that opponent. Because the cards are revealed, all players may see the cards and offer opinions.
