Some abilities produce mana based on the type of mana another permanent or permanents “could produce.” The type of mana a permanent could produce at any time includes any type of mana that an ability of that permanent would produce if the ability were to resolve at that time, taking into account any applicable replacement effects in any possible order. Ignore whether any costs of the ability could or could not be paid. If that permanent wouldn’t produce any mana under these conditions, or no type of mana can be defined this way, there’s no type of mana it could produce.

A creature’s activated ability with the tap symbol in its activation cost can’t be activated unless the creature has been under its controller’s control continuously since their most recent turn began. See rule 302.6.

The untap symbol is {Q}. The untap symbol in an activation cost means “Untap this permanent.” A permanent that’s already untapped can’t be untapped again to pay the cost. A creature’s activated ability with the untap symbol in its activation cost can’t be activated unless the creature has been under its controller’s control continuously since their most recent turn began. Rulings

The token created by Nissa's first ability has its power and toughness set only once, at the time the ability resolves. It doesn't change later as loyalty counters are added to or removed from Nissa.

The power and toughness bonus granted to creatures by Nissa's last ability is determined only once, as that ability resolves. It won't increase or decrease if the number of Forests you control later changes. Similarly, it applies only to creatures you control at the time it resolves. Creatures that come under your control after it resolves will not have the bonus.

If Nissa is no longer on the battlefield at the time her first ability resolves, use the number of loyalty counters she had when she last existed on the battlefield to determine the value of X.

The compleated ability looks only at whether a player chose to pay 2 life for a Phyrexian mana symbol as they were casting the spell. If a player paid life for some other reason while casting the spell, that will not reduce the number of loyalty counters the planeswalker enters the battlefield with.
