Related Rules
After resolving a madness triggered ability (see rule 702.35), if the exiled card wasn’t cast and was moved to a public zone, effects referencing the discarded card can find that object.
Madness
Madness is a keyword that represents two abilities. The first is a static ability that functions while the card with madness is in a player’s hand. The second is a triggered ability that functions when the first ability is applied. “Madness [cost]” means “If a player would discard this card, that player discards it, but exiles it instead of putting it into their graveyard” and “When this card is exiled this way, its owner may cast it by paying [cost] rather than paying its mana cost. If that player doesn’t, they put this card into their graveyard.”
Casting a spell using its madness ability follows the rules for paying alternative costs in rules 601.2b and 601.2f–h.
After resolving a madness triggered ability, if the exiled card wasn’t cast and was moved to a public zone, effects referencing the discarded card can find that card. See rule 400.7k.
Rulings
You cast the spells one at a time as Villainous Wealth is resolving, choosing modes, targets, and so on. The last spell you cast will be the first one to resolve. Ignore timing restrictions based on the spells' types. Other timing restrictions, such as "Cast [this spell] only during combat," must be followed.
Any cards you don't cast this way will remain in exile.
If you cast a spell "without paying its mana cost," you can't choose to cast it for any alternative costs. You can, however, pay additional costs, such as kicker costs. If the spell has any mandatory additional costs, those must be paid to cast the spell.
If a spell you cast has {X} in its mana cost, you must choose 0 as the value of X when casting it without paying its mana cost.
You choose which spells (if any) to cast as Villainous Wealth resolves. If you do, you do so as part of the resolution of Villainous Wealth. You can't wait to cast them later in the turn.
