Storm is a triggered ability that functions on the stack. “Storm” means “When you cast this spell, copy it for each other spell that was cast before it this turn. If the spell has any targets, you may choose new targets for any of the copies.”
Storm
Exiling a card using its foretell ability is a special action, which doesn’t use the stack. See rule 116, “Special Actions.”
If a spell has multiple instances of storm, each triggers separately.
When casting a spell bestowed, only its characteristics as modified by the bestow ability are evaluated to determine if it can be cast.

Rulings
You can play the exiled card only on your next turn after Galvanic Relay resolves. Notably, this means you cannot play it the same turn you cast Galvanic Relay.
Playing the card has the same timing restrictions and requires the same payments as normal, but it can only be played next turn.
