Storm is a triggered ability that functions on the stack. “Storm” means “When you cast this spell, copy it for each other spell that was cast before it this turn. If the spell has any targets, you may choose new targets for any of the copies.”

Proliferate
To proliferate means to choose any number of permanents and/or players that have a counter, then give each one additional counter of each kind that permanent or player already has.
If a spell has multiple instances of storm, each triggers separately.
When casting a spell bestowed, only its characteristics as modified by the bestow ability are evaluated to determine if it can be cast.
Rulings
If you choose the first mode and also the second or third mode as you cast Brokers Confluence and all targets are illegal as it attempts to resolve, you won't get to proliferate.
